Sept. 20 (Bloomberg) -- The Bush administration asked Congress for unchecked power to buy $700 billion in bad mortgage investments from U.S. financial companies in what would be an unprecedented government intrusion into the markets.
The plan, designed by Treasury Secretary Henry Paulson, is aimed at averting a credit freeze that would bring the financial system and economic growth to a standstill. The bill would bar courts from reviewing actions taken under its authority.
``It sounds like Paulson is asking to be a financial dictator, for a limited period of time,'' said historian John Steele Gordon, author of ``Hamilton's Blessing,'' a chronicle of the national debt. ``This is a much-needed declaration of power for the Treasury secretary. We can't wait until the next administration in January.''
The plan necessitates raising the ceiling for the national debt and spends as much money as the combined annual budgets of the Departments of Defense, Education and Health and Human Services. Paulson is asking for the power to hire asset managers and award contracts to private companies.

POISONOUS DOG FOOD!

My wife and I tried several alternative organic brands but had a hard time breaking in our dogs' stomachs to a new formula. They were puking and crapping some really nasty stuff! And on top of that, most of the organic brands are super expensive!....up to $50 a bag! Nonetheless, we did it for a few months, and in that short time, we racked up a huge expense just for dogfood! Don't get me wrong, we wouldn't skimp to get the best for our dogs, but the amount started to exceed to our car payment, so we knew we had to find an alternative.
We met a guy named Marty at the dog park who mentioned he feeds his dog boiled white meat chicken and rice when his dog's not feeling well. And then it struck me! I can make my own dogfood! I looked it up online and away we go! We made a week's supply and froze it as suggested. My dogs loved it, and I could definitely see the positive effects of feeding them good home-style food. I got most of my recipes from a book I bought on the net. Check it out! There are tons of easy to make meals that'll make your dog healthier and happier then ever!

Unfortunately, at some time in our lives, most of us will experience an automobile accident. When you are in a car accident, even if you are not injured, there are certain things that you should and should not do.

Stay At The Scene
If you are involved in an accident involving injury, or substantial damage to property, stay at the accident scene until the police tell you that you can leave. If you have any question about whether the damage caused by the accident is substantial, err on the side of caution -- when the law requires you to wait for the police, leaving the scene of an accident can result in driver's license sanctions and even criminal charges.
Safeguard The Injured
If somebody is injured, and you are trained in administering first aid, try to help. Do not move an injured person. Have somebody call the police to report the accident. The person who contacts the police should tell the police that people are injured, if possible also providing the number of injured persons, so that enough emergency personnel respond to the scene. If you are on the roadway, turn your flashers on, or use flares to warn approaching traffic of the accident.
Obtain Information
In any accident, you should obtain the following information about:
The other driver: Name, address, driver's license number, insurance information, and license plate number.
Witnesses: Name, address, and telephone number.
Police officers: Ask the police officer's who investigate the traffic scene to provide you with a business card, with the "incident number," so that you can obtain an accident report. Most officers will provide this information to you, even if you don't ask.
The location: You may wish to take notes about where the accident occurred, the road conditions, speed limits, traffic control devices, the weather, and the lighting.
The accident: You may wish to take notes about how the accident occurred, such as the direction of travel of the vehicles involved in the accident, and what the cars were doing at the time of the collision.
Be aware that if litigation results from the accident, you may have to share your notes with somebody that you are suing, or somebody who is suing you.
Do Not Admit Fault
Even if you think you are at fault, do not admit liability. There may be factors which you don't know, which played a role in the accident, and it may turn out that the other driver was more at fault than you.
Do not make statements to anybody at the accident scene, except for the police. When you speak to the police, tell them only the facts of what happened. Let the officers draw their own conclusion from the facts.
Get Medical Care (See a Doctor)
If you are in a state such as Michigan, where no fault insurance law covers medical treatment necessitated by an automobile accident, and don't seek medical care, you may later find that you are unable to obtain "no fault" benefits for your injuries - your insurance company may argue that your injuries arose from something that happened after the accident.
If you are injured in the accident and sue the other driver, you may similarly find that the other driver argues that your injuries were not related to the accident.
Also, the "adrenaline rush" from the accident can mask your symptoms -- a physical examination may reveal an injury that you do not yet feel.
Tell the doctor if you have any loss of memory, headache, blood or fluid in your ear, dizziness, tinnitis (ringing in the ears), disorientation, nausea, confusion, or any other unusual physical or mental feeling. Many people hit their heads, or suffer brain injuries in automobile accidents, and don't realize that they are injured -- it is best to be safe, by reporting your symptoms so that the doctor can rule out the possibility of a concussion or brain injury.

Exploring Revolving Credit Agreements
A Revolving Credit Agreement is a legal contract between a bank and a customer, in which the bank promises to lend the customer up to specified, maximum amount during a specified period. The customer could be an individual or could be a multi-national corporation, and the amount of the credit limit could be small or could be quite large, but the principles of the agreement remain the same. Such an agreement provides for a line of credit where the customer pays a commitment fee and is then allowed to use the funds when they are needed. It is usually used for operating purposes, fluctuating each month depending on the customers current cash flow needs. Along with the commitment fee there is also usually interest expenses for corporate borrowers and carry forward charges for consumer accounts.
The following key provisions are important to the construction of a Revolving Credit Agreement:
Laying out the Parameters. The first provision should describe the nature of the bank-customer relationship, and describe the line of credit that is being created. This section might read: Bank A may extend credit to Customer B pursuant to this Revolving Credit Agreement, allowing the customer to access the credit from time to time, subject to a limitation on the outstanding balance of the credit accessed and without regard to whether the customer has previously accessed and repaid the credit. This revolving credit agreement may authorize the customer to access the credit extended by either or both of the following:
1. Purchasing goods or services from a seller by means of the bank's commitment to advance to the seller the payment for the goods and services purchased by the customer;
2. Obtaining an advance of funds by the bank or by another in reliance on the bank's commitment to pay the funds advanced to the customer.
Terms of the Loan. The agreement must then spell out the terms of the line of credit and what the bank plans to charge. (The maximum amount of interest a bank is allowed to charge is controlled by state and federal law, so check the relevant statute in your state to ensure compliance.) The agreement should specify the manner in which the bank will compute the loan balance on which interest and finance charges are assessed. A revolving credit agreement may permit the bank to charge a minimum monthly finance charge of one dollar for any month for which there is an unpaid balance on the customer's account.
Providing Monthly Statements. The bank must supply to its customer under a revolving credit agreement a statement as of the beginning or end of each period in which there is any unpaid balance on the customer's account, which period may be a calendar month or other regular period not in excess of thirty-one days. These statements should include:
1. The amount of the unpaid balance under the agreement at the beginning and end of the period;
2. The date and amount of each advance made by the bank for the account of the customer during the period;
3. The cash purchase price and the date of each purchase of goods or services with respect to which advances for the account of the customer were made during the period;
4. All payments made by the customer to the bank and any other credits to the customer during the period;
5. The amount of all charges made against the customer during the period;
6. A legend to the effect that the customer may at any time pay the unpaid balance without incurring further charges.
These are the main provisions that must be addressed in a typical Revolving Credit Agreement.

We believe Kara Swisher of the All Things Digital blog was first to pick up on Google's official announcement: Chrome is real. Earlier today Swisher also had the first confirmation from sources that the launch of the browser was imminent. It's not an elaborate hoax. It's a bona fide product and it will be available for download Tuesday. We'll have a hands-on review as soon as we get some time to explore the product.
So why the mystery? Human error, it appears. According to the official Google blog, "At Google, we have a saying: 'launch early and iterate.' Liver Cancer - Incidence, Symptoms, Causation, Diagnosis, Treatment and Prognosis

Liver cancer also known as primary or metastatic hepatic carcinoma is a fairly rare form of cancer in the western world (1% of all cancers) but much more common in Africa and parts of Asia (10% to 50% of all cancers). It is much more prevalent in men and incidence increases with age. Liver cancer is rapidly fatal, usually within 6 months from gastrointestinal hemorrhage, hepatic failure or metastasis.
TYPES OF LIVE CANCER
Most primary liver tumors are known as hepatomas (hepatocellular carcinoma and primary lower cell carcinoma). Some primary liver cancers originate in the bile duct and these are known as cholangiomas. Some rare liver cancers include Kupffer cell sarcoma and hepatoblastomas (which occur almost exclusively in children and are usually respectable and curable). Metastatic liver cancer is 20 times more common than primary liver cancer and after cirrhosis this is the leading form of liver related death.
SIGNS AND SYMPTOMS
Liver cancer does not normally cause symptoms until it is in an advanced stage. Clinical effects of advanced liver cancers include:
1. A mass in the right upper side. 2. Tender, nodular liver on palpation 3. Severe pain in the epigastrium or upper right side 4. Weight loss, anorexia, weakness, fever 5. Occasional jaundice or ascites (fluid in the abdomen)
CAUSATION
The exact cause of liver cancer is unknown in adults but in children it may be a genetic disease. Adult liver carcinomas may result from environmental exposure to carcinogens such as mold, contrast media (no longer in use), androgens and oral estrogens, the hepatitis B virus or by damage to the liver due to cirrhosis caused by too much prolonged imbibing of alcohol.
DIAGNOSIS
Liver cancer is difficult to diagnose in the presence of cirrhosis, but several tests can help identify it: The combination of an imaging study (ultrasound, CT, or MRI scans) and an elevated blood level of alpha-fetoprotein will most effectively diagnose liver cancer, electrolyte studies may indicate increased sodium retention, a liver biopsy can make a definitive diagnosis.
TREATMENT
Treatments for primary liver cancer depend on the extent (stage) of the disease, age, overall health, feelings and personal preferences. Surgery is the most effective treatment for primary liver cancer, but this is not always possible due to the size or position of the tumor. Radiofrequency ablation is an option for people with small, unresectable hepatocellular tumors and for some types of metastatic liver cancers. During this procedure, the hepatic artery (the artery from which liver cancers derive their blood supply) is blocked, and chemotherapy drugs are injected between the blockage and the liver. Cryoablation may be an option for people with inoperable primary and metastatic liver cancers. Removing the whole liver and replacing it with a liver from another person is another possible form of treatment for primary liver cancer.
Even when treatments fail to provide much improvement in the liver cancer itself, pain and other signs and symptoms caused by liver cancer can be aggressively treated to improve quality of life. In general, the treatments available for children are the same as for adults, and the best approach depends on the stage and type of cancer as well as the child's age and overall health.
PROGNOSIS
Prognosis is poor when cancer is advanced, but for small tumors that are confined to the liver, ablative therapies are palliative and surgical resection or liver transplantation is sometimes curative.
